LELC Member Ron Rabena Speaks About Public Private Partnerships at Seminar

"...it was the best event I have ever attended."

Stephen P. Somers, CPP, CHS-V, CAS

The Baltimore Chapter of ASIS presented a Workplace Violence Seminar to the business community in conjunction with Allied Barton Security Services, Baltimore County and Laurel Police Departments this free Workplace Violence | Active Shooter Preparation Workshop was held on June 24th. Opening remarks where offered by Chief James W. Johnson, Baltimore County Police Department and Chief David Crawford of the Laurel Police Department. Discussion and workshop topics include domestic violence and its impact on the workplace, recognizing and preventing workplace violence, policies and procedures, community resources and responding to and surviving active shooters. The panel of experts included subject professionals from the perspectives of response to an active shooter incident, human resources' role, the possible legal ramifications of such an event as well as victim services (post-event). The workshop encouraged preparation and consequent responses to acts of violence in the workplace.

Chief James W. Johnson discussed private/public partnerships and stated "Crime in Baltimore County is at 1970's lows. This is due, in part, to private security and local police partnerships." "In Baltimore County, for years, we have benefited from, and continue to enjoy, an excellent partnership with private security." "Through advancements in technology and sharing resources in these difficult fiscal times, citizens are safer in Baltimore County." "Private security and local police, working together, is the future of safety in our communities."

"The Maryland Chapter of ASIS and Allied Barton Security Services joined forces and provided an informative and interesting training seminar entitled, 'Violence In The Workplace.' What made this training unique was it blended the resources and training expertise of both the public and private security sectors to facilitate topnotch management training in the arena of recognizing the behaviors and symptoms of a disgruntled worker which can lead to a deadly active shooter scenario. This was excellent example of public and private security organizations forging a successful partnership in achieving a mutual goal; the safety of our citizens and employees."

"Local law enforcement brings the expertise necessary to train our civilian counterparts what they can expect from a police Emergency Response Team (S.W.A.T.) upon our arrival to an active shooter incident and what to do to increase their likelihood of survival while waiting for the police response."

"There are very clear do's and don'ts your employees need to know when SWAT arrives. For instance, when the police arrive that is not the time to be reaching in your desk drawer to grab your cell phone to call your family to inform them that you are safe and the police are on the scene. When we first arrive we don't know the good guys from the bad. You need to know and remember that. Training will help you remember. We can train your trainers these do's and don'ts to enhance your survival. We have a saying in public law enforcement, 'Train as you do, and you will do as you train.' At the end of the day, that is what partnerships are all about. Working together, training together and accomplishing the mission together. If we do that we will be successful and save lives as a team" stated Chief Dave Crawford of the Laurel, Maryland Police Department.

Ron Rabena Division President of Allied Barton Security Services and a Law Enforcement Liaison Council member addressed the crowd on the importance of the Public & Private Partnerships and the responsibility of public and private organizations in educating the community on the importance of Workplace Violence Training and developing polices and procedures to deal with such incidents.

"Workplace violence can impact every industry and type of work environment, and devastating incidents continue to occur and remind us that no one is immune," said Stephen Somers, CPP and Chapter Chair of the ASIS Baltimore Chapter, and Vice President of Operations for Allied Barton Security Services. "It is important to review workplace violence response and prevention tactics on an ongoing basis and we are happy to partner with the ASIS Baltimore in that effort."
